The Renewable Energy Target (RET)

The expanded Renewable Energy Target (RET) scheme has been established to encourage additional generation of electricity from renewable energy sources to meet the Government’s commitment to achieving a 20% share of renewables in Australia’s electricity supply in 2020.

The RET legislation:

  • places a legal liability on wholesale purchasers of electricity to proportionally contribute to an additional 45,000 gigawatt hours (GWh) of renewable energy per year by 2020.
  • sets the framework for both the supply and demand of renewable energy certificates (RECs) via a REC market.

    How does the RET encourage investment and growth in Australia’s renewable energy industry?

    The RET provides renewable energy power stations and owners of solar water heater and small generation unit installations (small-scale solar PV, wind and hydro electricity systems) with a financial incentive through the creation and trade of RECs via the REC Registry.

    Each REC created from an eligible energy source can be sold for a negotiated price and transferred to liable parties in a market based online system called the REC Registry.

What are Renewable Energy Certificates (RECS)

Renewable Energy Certificates (RECs):

  • are an electronic form of currency initiated by the Renewable Energy (Electricity) Act 2000 ;
  • may be created, on the internet based registry system (known as the REC Registry), by eligible parties for each megawatt-hour of eligible renewable electricity generated or deemed to have been generated;
  • are created by registered persons;
  • are validated by the Office of the Renewable Energy Regulator;
  • are registered;
  • are traded between registered persons or traded separately from the physical electricity market via the REC Registry; and
  • are eventually surrendered to demonstrate liability compliance against the requirements of the Australian Government's mandatory renewable energy target.

Basically if you install a small generation unit (SGU) ie Solar plant, you are entitled to create and sell RECS for cash.

What is the Solar Credits scheme ?

  • Eligible home wind, hydro or solar installations installed from 9 June 2009 may be eligible to receive extra renewable energy certificates to assist with the upfront costs of installing small-scale renewable energy systems under Solar Credits.
  • Solar Credits provides assistance to a much wider range of Australians and is not means tested.
  • Extra renewable energy certificates will apply to the first 1.5 kilowatts of capacity installed; systems with a higher capacity are still eligible for the standard number of renewable energy certificates.
  • The level of support provided by Solar Credits will depend on the market price of renewable energy certificates and the location and size of the system.
  • Solar Credits provides a higher subsidy in sunnier locations, where there is a greater environmental benefit from solar panels.
